To me, this Proverb means that God sees only the heart of a person and their spirit. He does not see the flesh of the person, but seeks out the person who seeks Him spiritually. In other words, if a person honours God first in their life, He will see that and it pleases Him. He uses the conscience to help a person correct their mistakes. If they continue to ignore their conscience, God will eventually allow them to “give in to their own desires”, but they will be lost to Him.
